Background

The Transition Age Youth Funders (TAYF) member collaboration -- formerly known as Child Welfare Funders -- has been meeting since 2006 to learn more about the child welfare system and issues facing the children and families it serves.  TAYF has studied best practices from around the country, examined current local strategies, and met with county child welfare officials, agencies serving foster youth and families, as well as former foster youth.  They also hosted a regional workshop with the California State Department of Social Services on best practices throughout the state.

Theories of Change

Based on this collective learning and through the development of a strategic planning process, TAYF members aligned funding to support four specific strategies and programs that help improve outcomes for youth aging out of the foster care system:

  • Mentoring for women aging out who are pregnant or parenting
  • Life and workplace mentorships for youth aging out of foster care
  • Life-skills training and financial support for emergent needs of youth
  • Assistance to increase enrollment in post-secondary education
Funding from TAYF also goes to support strategies and programs to reduce the need for foster care placement, including:
  • Family finding
  • Parent partners/kinship support and parenting education
  • Differential response efforts by child welfare workers
  • Team decision making
